Joint team destroys Ganja cultivation in Mebo jungle

RUKSIN, Nov 29: Following public information regarding Ganja cultivation in Mebo area of East Siang district, a joint team led by Mebo Circle Officer Arvind Panging today conducted search operation in Mebo jungles and destroyed a cultivation site.

Report from Mebo said that a 15 member team comprised of police personnel, magistrate, Gaon Burahs and members of Adi Baane Kebang had undergone several kilometers trekking amidst dense jungle and reached their destination. The team found the ganja bushes in early maturity stage. The authority however is unaware about the whereabouts of the cultivators.

Ganja is a hemp plant with strong odour from whose dried leaves a number of euphoriant and hallucinogenic drugs are extracted. It is commonly used as illicit drug as its dried leaves of the hemp plant; smoked or chewed for euphoric effect. After opium, ganja is reportedly cultivated in the area, which is supplied to different places through some illicit drug peddlers.

The team earlier conducted operation against illegal selling of Indian-made foreign liquor in rural areas in Mebo and seized a large number of illicit liquor, narcotics and harmful tobacco products.

Legal literacy class for jail inmates

ITANAGAR, Nov 29: Arunachal Pradesh State Legal Services Authority (APSLSA) under its National Plan of Action for 2014-2015 conducted legal literacy classes for the inmates of Central Jail Jully today. District Sessions Judge and Secretary of the Legal Services Authority and Member Secretary, APSLSA Budi Habung spoke on legal services activities and the procedures to apply for legal aid while OSD. APSLSA Dani Belo spoke on Plea Bargaining and Advocate Nikita Danggen on Rights of the prisoners.

Satyendra Garg, IGP (Prison) highlighted the various activities and steps initiated for the welfare of the inmates.

During the interaction sessions with the under trial prisoners and convicts, the Member Secretary, State Legal Services Authority provided legal aid counsels in 7 cases and counseled more than 36 inmates during the day long programme.

Judicial Magistrate First Class, Yupia Mary Kamsi, Michi Paku, SP (Prison) were also present on the occasion.

The legal awareness camp was conducted in collaboration with the Prison Administration, Police Department.

Over 100 inmates, including under-trials and convicts, have benefitted from it.

PWD to start online bid

ITANAGAR, Nov 29: The State Public Work Department (PWD) will soon start e-procurement by uploading tenders in NIC portal for online bidding of various projects.

In a press release, the Chief Engineer, Coordination Training and Vigilance, PWD informed that the bid documents with detailed terms and conditions will be available on website NIC portal http://arunachaltenders.gov.in.

The prospective bidders shall have to possess Digital Signature Certificate (DSC) issued from approved agencies for submission of bids online in the website, the release further added.

Old man dies From a correspondent

PASIGHAT, Nov 29: Obang Moyong, one of the senior most citizens of Napit village under Bogong Banggo near here died aged 94 years at his native village after a prolonged illness.

Moyong was admired by all for his charismatic personality. People say, he had a close friendship with the then Assistant Political Officer Sadia Division Noel Williamson during the British era.

Moyong is survived by his wife, two sons, five daughters and many grand children.

Swach Bharat Abhiyan

ITANAGAR, Nov 29: Responding to the Prime Minister Narendra Modi’s call for clean India, the residents of Ward No. 20 under the initiative of the Councilor thoroughly cleaned the Pachin Colony approach road as part of Swach Bharat Abhiyan. The colony dwellers were also requested to maintain cleanliness and by not throwing garbage here and there.

A similar cleanliness drive was also conducted by Gandhi Market Welfare Association (GMWA) of Daporijo. The members of the association cleaned the choked drains and collected waste materials market area which were later disposed.

Upper Subansiri Deputy Commissioner Komkar Dulom and T Belo (UPO), Upper Subansiri District, Daporijo, actively took part in the social service.

GMWS President and the general secretary urged the shopkeepers to keep dustbin at their respective shop and keep their surrounding clean and hygienic.

BEO, MDM coordinators trained

ITANAGAR, Nov 29: The Block Education Officers (BEO) and District Coordinators of Mid Day Meal (MDM) Scheme were trained on all aspects of programme implementation of MDM during the two days workshop which concluded at the conference Hall of BSG, SHQ, Naharlagun yesterday.

Addressing the trainees, Monya Nyori, Joint DSE (MDM) said that the workshop was necessitated by the need to train all the cook-cum-helpers engaged in entire state by training the BEOs and Coordinators as it was not possible to arrange training programmes for all the 7809 cook-cum-helpers in the state.

He said the trained BEOs and Coordinators will further train the cook-cum-helpers at school level whenever they will go for inspection and monitoring.

This workshop covered the entire parameters of MDM scheme. Guidelines of food safety and nutrition, good practices of cooking mid day meal, data entry into MDM-MIS web portal, financial norms of MDM scheme, contingency plan for any untoward incident, mechanism for effective monitoring, etc were covered in the workshop.

Participants were also given group works on following identification and prioritization of critical actions for enhancement of coverage, quality, safety and hygiene in MDM scheme, development of set of mechanism to improve quality and regularity of the of the meals with a focus on immediate, short term accelerated essential actions, prepare a comprehensive schedule for school inspection for implementation plan, timeline and monitor able targets.

Earlier, the workshop was inaugurated by Gania Leij, Jt. DSE cum Principal, SCERT.

In his speech, Leij dwell in length on the role of BEOs and Coordinators for effective implementation of all CSS and MDM schemes in Education Department.

As the field level officers, the BEOs and Coordinators, who also serve as the link between schools and administration, they should play more proactive role, he opined.

Over 80 BEOs and Coordinators from all the districts attended the workshop.

Social service to mark Swachh Bharat Abhiyan at Khonsa

KHONSA, Nov 29: A mass social service-cum-cleanliness drive was conducted by District Administration in collaboration with Tirap District Urban Development Agency (DUDA) at Khonsa town to mark the Swachh Bharat Abhiyan today. During the first phase of social service, three group of volunteers including Govt officers, teachers and students conducted social service at three selected sectors including bus stand area and in and around Nehru Stadium and DC office. Deputy Commissioner Kamlesh Joshi also participated in social service at Bazar area. All the cleaning materials, vehicles for lifting garbage, plastic dustbins, hand gloves, masks etc were provided by DUDA. The DC gave away dustbins to Bazar Secretary Jalin Hakhun.

Earlier, the programme started with a brief speech from Kamlesh Joshi about the importance of cleanliness. He also emphasized to conduct such mass cleanliness drive at least once in a month. At last the DC and the ADC H. Matcha jointly flagged off the Swachh Bharat Abhiyan. DIPRO

TCSU writes a reminder letter to BSNL

ITANAGAR, Nov 29: Expressing resentment over the non-commitment of the general manager of BSNL to set up BSNL mobile connection at Toru Circle, the Toru Circle Students’ Union (TCSU) has warned of launching democratic movement if the demand is not fulfilled by the month of December.

In its reminder letter addressed to the General Manager of BSNL, it claimed that the GM had assured of setting up BSNL tower at Kheel by December but still there is no progress in the work.

We had demanded for GSM service, but the BSNL authority installed CDMA facility instead which is not giving optimum service and as such the consumers of the area are facing problem, it said in the letter.

Centre committed to accelerate North East development: Modi

NEW DELHI, Nov 29: The Prime Minister, Narendra Modi, has underlined the Government`s resolve to accord priority to the development of the North-East. He was speaking at the flagging-off of the first train from Mendipathar, Meghalaya to Guwahati by remote, and unveiling the plaque for a new rail line from Bhairabi to Sairang, in Guwahati today. He described this as an important occasion in the history of Indian Railways, when a state was being added to the rail network.

He said that he has heard that according to Vastushastra, if the North-East corner of the house was maintained well, then the entire house could be taken care of. He said that all he knew was that if India has to be prosperous, then development of North-East was a priority.

The Prime Minister said that the first Union Budget of the new Government has committed Rs. 28,000 crore to the development of new railway lines in the North-East.

The Prime Minister said that the whole world acknowledges that this century is Asia`s century. Therefore the need of the hour is to extend the “Look East” policy to an “Act East” policy, and to connect the entire region with Myanmar and countries beyond.

The Prime Minister said India now needs next-generation infrastructure – consisting of both highways and i-ways (information ways). He said there should be no digital divide, and the vision of Digital India also encompasses the North-East. Why should there not be a gas-grid, why should we not get electricity for all 24 hours, the Prime Minister asked, expressing confidence that next-gen infrastructure would be the key to building a modern India. He said a good optical fibre network would lead to immense opportunities for the North-East.

The Prime Minister said he is taking special interest in the development of the North-East, and had discussed connectivity during his recent visit to Myanmar for the ASEAN-India Summit and East Asia Summit.

Earlier, ahead of his visit to Northeastern states, Prime Minister Narendra Modi said the government is committed to realising the potential of the region and accelerating its progress as India will not develop till it develops.

Rich natural resources combined with talent of youth gives the Northeast the potential to play a key role in the development journey, the Prime Minister noted.

“India will not develop till the Northeast develops. We are committed to realising the potential of the Northeast and accelerating its progress," Modi said.

RGU retains CM Running Trophy

ITANAGAR, Nov 29: Rajiv Gandhi University (RGU) has retained the Chief Minister’s Running Trophy for the Best Debate Team and Best Debater at the 6th National Press Day Debate. The topic for this year’s competition was “Arunachal Needs a More Active Media and not Media Activism here today.

RGU’s Kenli Nyorak who debated against the motion was adjudged the Best Debater and Saurav Mitra, (for the motion) from the same university was adjudged as runners up. The Don Bosco College Itanagar walked away as Runners Up for Best Debate Team.

The debate competition was organized by Arunachal Press Club, Arunachal Pradesh Union of Working Journalists (APUWJ) and Arunachal Electronic Media Association (AEMA) in association with Directorate of Information and Public Relation. The event was managed by Centre for Cultural Research and Documentation (CCRD).

HoD Political Science department DNGC, Itanagar Dr. R. B Tripathy was the speaker of the debate competition while IPR Deputy Director Obang Tayeng, PTI senior correspondent Utpal Baruah, and advocate and Rights Activist Sunil Mow were judges assisted by Transmission Executive AIR Itanagar Gopal Rai as time keeper. Stating that media also contributes a lot in terms of education, Dr Tripathi said that “media has greater role to play in taking society towards positive direction”.

Dr Tripathi while urging media to continue its contribution as the fourth pillar of democracy said that though their efforts may not yield results now but will definitely pay up in the long run.

Speaking on the occasion, Deputy Director Tayeng said that the event is being organized to sensitize people on the importance of press in society. He opined that such programmes should also be held in districts so that more people could be benefitted by it. Further Tayeng said that reports filed by the media should be authentic and that it should work with responsibility.

The participating teams were Dera Natung Government College, Itanagar, National Institute of Technology, Yupia, Government College Doimukh, Don Bosco College, Jullang, North East Homeopathic Medical College and Hospital, Itanagar and Rajiv Gandhi University.

The prize distribution will be held on Dec 2 which will be observed as Press Day this year.

Donors come forward in aid of Kerang village under Green pioneers, ABK initiative

ITANAGAR, Nov 29: As many as 111 donors turned up to provide relief materials for the affected families of the Kerang village inferno in a donation camp organized by the Green Pioneers in collaboration with ABK Youth Wing at Gompa, here today.

Relief materials such as blankets, utensils, warm clothes, food items, mattresses and Rs.28000 cash were collected and handed over to the ABKYW team for further distribution at Kerang.

The two-day donation camp for the Kerang village is an initiative of the Green Pioneers which is a not-for-profit organization consisting of members from all age groups and different walks of life, connecting through social media. Kerang is a village under Kaying circle in West Siang district, where 70 houses were reduced into ashes in a devastating fire accident that occurred on November 12 last. As reported the inhabitants of the village could not save any of their properties in the mishap.

Kerang village representative Takong Paro while expressing gratitude to the Green Pioneers said, “I have no words to thank them. Their support and contribution will mean a lot to the fire victims”.

He further informed that the affected families are under dire condition with many families staying temporarily at ‘Dere’ (community hall) and others at temporary huts.

Ajit Tajo Sonam a volunteer from the Green Pioneers informed that the camp was the output of likeminded people coming together through Facebook to extend help. He also informed of a similar donation camp to be held outside Max Mart, Naharlagun on November 30 next.

ABK youth wing, general secretary Toi Modi informed that the donated items will be transported to Kerang village on December 3 next and later will be distributed by the Kebo Gambo Welfare Committee.

It is worth mentioning that the Green Pioneers have earlier carried out similar relief work for the people of Lapung village.

Accounts officers asked to upgrade skills

ITANAGAR, Nov 29: Mission Director, National Health Mission (NHM) PN Thungon asked the District Accounts Managers and Block Accounts Managers under NHM to upgrade their skills in accounts maintenance and keep themselves abreast of the latest technology in financial accounting to ensure efficient utilization of funds and transparent recording and reporting system.

Addressing the account officials, who underwent 10 days hands on training on Tally software and Public Financial Management System (PFMS) organized by Arunachal Pradesh State Health Society at the Mission Directorate at Naharlagun in five batches from November 19 to 29, the Mission Director pointed out that financial management policy of the Govt. under NHM is regularly updated to ensure higher level of transparency and accountability in fund management. He added that accounts officials need to keep pace with the advancement in the accounting technology of the modern world. The Director (Finance) of NHM Habung Youngbow dwelt at length on the duties and responsibilities of the accounts personnel in terms of accounts maintenance, financial reporting and financial management. He underlined the need to improve internal control system of financial management by adopting various available financial strategies, norms and policies laid down by Govt. of India. In the face of numerous difficulties and occupational hazards confronted by the staff in rural areas, he advised them to work hard to justify their appointment under NHM and contribute towards efficient utilization of funds at the grassroots level as funding is highly decentralized under NHM.

He also highlighted the concept and practice of Direct Benefit Transfer through PFMS which is expected to increase efficiency, transparency and accountability in financial management at the micro level. Expressing concern over huge amount of funds being piled up in the form of advances at the district and sub-district levels, he emphasized the need to undertake regular tracking and settlement of advances which is a key indicator of good financial management under NHM.

Youngbow further informed that for the first time in the State, Direct Benefit Transfer (DBT) through PFMS has been operationalised in 16 districts.

The Nodal Officer (Training) urged the trainees to derive maximum benefits out of the training programme in order to capacitate themselves with the knowledge and skill to aid and advise programme officers at the district and block levels. He cautioned them against any form of financial misdemeanors by strictly adhering to the norms and guidelines issued by Govt. of India under NHM.

The training was attended by all the account officials working in the 17 districts and 84 blocks of the State and conducted by resource persons from TALLY company and Financial Management Group (FMG) of the Mission Directorate comprising Arup Paul, State Finance Manager, Rohit Jomo, District Accounts Manager and Rakesh Chauhan, Trainer from Data Crown Computers Pvt. Ltd., Guwahati under the overall supervision of the Training Nodal Officer Dr. T. Taku.

Experts suggest measures to revive orange orchards

ITANAGAR, Nov 29: A combined team of officials from Centre and the state visited Lohit district for field evaluation of declining Mandarin Orange orchards in the farmers' fields at Wakro on November 24 last.

Most of the orange orchards are kept abandoned without any intercultural operational and proper package of practices/ schedule of operations are not followed said Dr. R C Upadhayaya, Chief Consultant, Mission for Integrated Development of Horticulture (MIDH), Department of Agriculture and Co-operation under union Ministry of Agriculture while addressing an interactive meeting of farmers and Govt officials at the circuit house.

He advised the farmers follow the recommended package of practices. “Diseased and unwanted branches should be removed, spray schedule has to be maintained along with timely fertilization for better plant heath and profitable yield, he said. Upadhayaya also advised the farmers to grow intercrops viz. Pea, soyabean, ginger, turmeric etc in the orange orchards which will not only control the weeds but also will bring extra income to the growers.

The chief consultant further advised Lohit DHO to conduct exposure visits of farmers from Lohit to Nagpur, ICAR Basar and Sikkim under MIDH programme immediately.

R. Bhagawati, Joint Director, Indian Council of Agricultural Research, Basar also attended the meeting along with his team to provide scientific inputs to the orange growers.

The DHOs of Aalo, Pasighat and Tezu also shared their practical experience with the farmers.

Horticulture Secretary Sudhir Kumar advised the farmers to invest at least 10 per cent of their orchard’s income in the maintenance of their orchards to increase the longevity of their orchards and for better yields, stated an official release.

Jhummar Rime, Joint Director of Horticulture, GoAP and progressive farmers and field functionaries also accompanied the team during the visit.

Rupa student to represent state in Eastern India Science exhibition

ITANAGAR, Nov 29: Bablu Thapa, of Roopland Public School, Rupa, West Kameng will represent Arunachal Pradesh in the Eastern India Science Exhibition to be held at Kolkata. Thapa, a 10th standard student was selected from among the 19 teams from 11 districts by a panel of three judges for his project ‘Waste management’ in the state level Science Exhibition held at the State Council for Science and Technology building today.

Attending the award giving ceremony, Parliamentary Secretary for Education and IPR, Bamang Felix, while citing Swami Vivekananda said - ‘Education is a manifestation of the perfection already in man’. Man is born with lots of abilities and qualities but this has to be made perfect through education, he said. While presenting the award to the winner, he said “you will be representing 14 lakh population of the state in national level event. “Make good preparations and draw up enough courage and confidence and have a clear concept of the theme while presenting the projects before the judges and visitors so that you do not make a mistake in the process of the presentation.”

Advising the students who could not make it to the top of the list, he said “do not be demoralized and afraid of failures, there is none who have not failed, make the failure a stepping stone to success as many had did.” Representing the districts in the state level itself is a big achievement, he consoled. He also commended the students and their teachers for representing their respective districts despite lots of difficulties and asked them to keep the flame burning.

“Teachers are the manifestation of God and your parents, revere them as much as you can. Misbehavior with the teacher mars the entire career of the student as well as the atmosphere of the school and the society”, he added.

Any state level function should be held in that stature and not in the sake of organizing it and fund constraint should not be a factor for that he said while making a reference to the arrangements of the function and assured to take up with the state government to enhance the fund for organizing the science exhibitions in a grander manner and a presentable prize money for the participants.

Expressing unhappiness over absence of representatives from some districts, he asked the officials to issue show cause notice to the concerned Deputy Directors for not organizing District level Science Exhibition and for not sending representative to the state level function.

The function was also addressed by Deputy Secretary (Education) S C Debnath, Director, Secondary Education, Tapang Taloh, Director, Elementary Education, Bodong Yirang among others. DIPR

Glowing eyes of our pristine forest

The essence of rich cultural heritage, natural beauty and wilderness signify the glory of Arunachal Pradesh not only in the country but globally. The state has served as a platform of recreation for many tourists and nature lovers in particular. In this amazing state lies the Namdapha National Park which shares its boundary with Myanmar. Birding is the most prominent activity that hundreds of tourists enjoy in this part of the country during every peak season of the year. It is the place where one can have a glimpse of five species of hornbills and the critically endangered White bellied heron and many lesser known species.

Many of the amateur birders visiting this part will get familiar with words like minla’s, fulvetta’s, sibia’s and it all happens often to them just in a day of their visit to the park. Most of the animals get much noticed in the day but the real beauty of the park comes in the night where several nocturnal animals specially the mammals make the park more alive. But the scientific studies on these nocturnal mammals like slow loris, flying squirrels and civets are very limited. With a handful of research experience, we have been supported by a UK based conservation organization i.e., Rufford Small Grants for Nature Conservation to carry a study to depict the role that these nocturnal mammals play in the forest maintenance. During our extensive surveys, we confirmed the presence of two species of flying squirrels through night walk surveys. However, additionally the park holds two more species of flying squirrels of which one of the species the Namdapha Flying Squirrel is said to be critically endangered with restricted range of its distribution within the National Park. Moreover, the park also holds six more species of civets among which, one of the species binturong or bearcat is a rare and elusive one. Also, the new photographic evidences of small toothed palm civet are a new addition to show their presence in the area. Mostly the civets and flying squirrels heavily depend upon the fruit matter and are said to be the forest engineers that act as an active seed dispersers to maintain the forest ecosystem functioning. The other attraction during night walks is the slow loris. It is also one of the most magnificent creatures and is a treat to watch them in wild. Presently these nocturnal animals are facing various threats as a consequence of ongoing human disturbances and traditional hunting practices for bush-meat consumption and other holy rituals. The usage of flying squirrels in rituals was a topic that was a subject of interest. This study was presented even in Society for Conservation Biology, Asia section Conferences held at Malacca, Malaysia in August of 2014. Coming back, aapparently, in recent decades the state and even the park has gained the popularity as a tourist destination due to constant efforts by the forest department. Continuing efforts in building up the faith in promoting the eco-tourism and conservation initiatives between the locals and forest department is reflecting a positive vibe for the conservation of these little known nocturnal species. It is just not a matter of hoping for the survival of species in near future but, it is the motivation that has to be build-up among the locals to bring up successful conservation drive in the park as well as in the state. Spice Board training on Large Cardamom cultivation technology

ITANAGAR, Nov 29: The Spices Board, Itanagar Zonal Office under the Union Ministry of Commerce and Industry organised a training programme for growers on large cardamom cultivation technology under the initiative of Pakke-Kessang MLA Kameng Dolo, who is also Principal Advisor to the Chief Minister, at Rilloh and Pakke-Kessang in East Kameng district on November 25 and 26 respectively. Attending the technical session, Dr T N Deka, Scientist, Spices Board, Itanagar described in detail with the help of power point presentation about the criteria for suitable site selection for large cardamom plantation, planting material selection, plant protection measures, harvesting and post harvest technology of large cardamom etc.

In second session, describing the developmental activities of Spices Board of India in Arunachal Pradesh, Senior Field Officer, Jugal Das requested the participated farmers to start their cultivation in a scientific way. The pre-requisite for availing the developmental schemes of Spices Board was also discussed with the participants.

Later, the participants were taken to newly developed large cardamom fields at Rilloh and Pakke-Kessang where scientific management practices were demonstrated by the accompanying scientists.

ASVS’ cluster sports meet begins

RUKSIN, Nov 29: The first ever Sankul (Cluster) Level Sports Meet of Arunachal Shiksha Vikas Samiti(ASVS) began at Donyi Polo Vidya Niketan, Talom Rukbo Nagar near Pasighat today.

Inaugurating the 2-day meet, Pasighat East MLA Kaling Moyong spoke on the importance of taking part in games and sports activities by children for their overall physical and mental development. The present system of inclusive education has provided the meritorious students the opportunity to excel in their chosen fields, said Moyong. He encouraged the students to take part in such competition.

Chief Councilor of Pasighat Municipality Denong Tamuk also encouraged the young students to take part in sports and other extra curricular activities. Highlighting the state governments various policies for talented sports persons, like job reservation, cash incentives, awards etc, he encouraged the children to build career in sports.

Earlier, ASVS the vice president Tajom Tasung urged the participants to maintain strict discipline and show sportsman spirit throughout the competition.

In total, 146 students from four Vidya Niketans of the district are participating in the cluster level sports meet which has been divided into four categories/groups.
